No flying enemies exist yet, making Hill units a waste of slots. Here is every meta-relevant unit ranked S to C.

SpeedCEO always runs in the background on easy stages for passive gold.
RedHair (Awaken) is the strongest overall unit. Massive AOE plus stun control makes him the top carry. If you cannot EVO him yet, Ruda (Fist) is the best pure ground DPS alternative.
No. With zero flying enemies currently, Hill units cannot be placed in strong positions. Jang-In and Goko are not worth investing in until flying enemies are added.
Use Elite on Ruda and RedHair for the 250% damage boost. Use Doom on FireFist, and Luna or Silence on Bacchi to reduce SPA and trigger her passive more often.
Start with Enjo (Golden) and Ame (Curse) for early content. Once you pull Ruda (Fist) or Song Woo (Assassin), evolve them first.
When flying enemies are added, Hill units will be re-evaluated. Until that update, the ground-heavy meta is your best strategy.
