It doesn’t spawn naturally; you must activate five statues across the Olympus layers before it even appears. Before anything else, you need access to the Olympian Fissure. This means clearing all five preceding Wrath of Olympus layers and their respective boss fights. The Fissure is at the very end of Atlantis and contains five statues — one for each prior layer.

Once all five statues are lit, the Olympian Devil Hunt begins — you have 20 minutes to catch it. The statues can be activated in any order, and the hunt can be triggered multiple times per server.
Head to the Olympian Fissure. The hunt pool appears at the center, marked orange on the Fish Radar. The minigame is brutal — the Olympian Devil combines attack patterns from all five previous hunt fish (Legionnaire Lamprey, Helios Sunray, Tidecrasher Archon, Kerauno Wyrm, and Styx Angler) simultaneously. On top of that, rod passives are completely blocked, so high base stats matter more than enchantments.
